"TOKYO — The operator of the stricken Fukushima Daiichi nuclear plant met with angry shareholders on Tuesday, offering profuse apologies as hecklers shouted abuse from a rowdy floor. But a motion that would have forced the company to abandon its nuclear program was defeated."
