"CHARLESTON, W.Va. -- The Obama administration on Friday moved another step toward blocking the largest mountaintop-removal mining permit in West Virginia history.The U.S. Environmental Protection Agency issued a 'proposed determination' that Arch Coal's Spruce No. 1 Mine in Logan County would cause 'unacceptable adverse impacts.'The EPA's action continues a formal process -- including a public comment and hearing -- that could lead to a veto of the mine's Clean Water Act permit, but also could take a year or more to be resolved."Ken Ward Jr. reports for the Charleston Gazette March 26, 2010.
