"The impact of Virginia's election results became suddenly clear yesterday, as state regulators unveiled a proposal to join a regional cap-and-trade program and to slash carbon emissions from power plants by 30 percent over the next decade.
Tuesday's election cemented a directive by Gov. Terry McAuliffe (D) in May ordering the Department of Environmental Quality (DEQ) to craft a plan for reducing the commonwealth's emissions (Climatewire, May 17). State regulators went forward with that order on Tuesday, just as Ralph Northam (D) was sailing to a decisive win over Republican Ed Gillespie in the gubernatorial race.
The climate issue was a point of contrast in the campaign. Northam promised to pursue policies to reduce emissions, while Gillespie pledged to roll back McAuliffe's order."
