This Conference is designed to help water managers prepare for decision situations where old rules and old expectations no longer apply, and new design practices, new operating rules and new management practices -- indeed, even new legislation altering water management policies and water rights -- will be required. The Conference will acquaint managers with the methods used by scientists to project the coming water environment, the nature of the impacts on water to be expected, and the ways in which global and regional changes affect Western irrigation, drainage and flood control.

Understanding the Environmental Impact of Development Assistance

This event will catalyze discussion on findings of the book Greening Aid, which has analyzed trends in development assistance during the pre- and post-Rio Earth Summit period. Its authors have compiled one of the largest datasets on foreign aid. By evaluating the likely environmental impacts of more than 400,000 development projects by more than 50 donors to more than 170 recipient countries between 1970 and 2001, they seek to answer three central research questions: Which donor governments spend the most on foreign assistance for the environment and why? Why do some donor governments delegate the allocation and implementation of environmental aid to multilateral agencies when they could simply allocate it themselves? And why do some recipient countries receive more environmental aid than others? Greening Aid explains major trends and shifts over the past two decades, ranks donors according to their performance, and offers case studies that compare and contrast donors and types of environmental aid.

Human, Animal, and Ecosystem Health

Human-animal interactions have important consequences for both human and animal health, as well as the health of the environment they share. These connections are increasingly relevant as climate change expands certain disease vectors and as population growth means humans and animals increasingly share the same habitat. Conflicts between livestock and natural resources, for example, must be dealt with to ensure peaceful coexistence between wildlife and the domestic animals upon which so many people’s livelihoods depend. Steve Osofsky, a senior policy advisor at the World Conservation Society (WCS) and the coordinator of Animal Health for the Environment And Development (AHEAD), will discuss the motivation for and conceptual framework of AHEAD and similar projects. Gladys Kalema-Zikusoka, the founder and CEO of Conservation Through Public Health, and Deana Clifford, an associate wildlife veterinarian and the Project Coordinator for the Health for Animals and Livelihood Improvement (HALI) at the Wildlife Health Center, University of California, Davis, will apply this theoretical foundation to the specific programs they manage, which address elements of human, animal, and environmental health.

DEADLINE: National Center for Atmospheric Research Journalism Fellowship

NCAR launches its first annual NCAR Journalism Fellowship, this year, from June 23-27. This pilot program will introduce science communicators to atmospheric and Earth system sciences. Areas of focus include severe weather and effects of climate and weather (such as hurricanes, wildfires, tornadoes), Sun and space science (such as effects of space weather on Earth), human-environmental-societal interactions (e.g., climatic influence on disease transmission), and applied science (for instance, pinpointing turbulence for commercial planes). Through seminars, laboratory visits, and an introduction to field campaigns, fellows will gain access to new research findings and will have a forum for finding answers to topical science questions. The program is open to professional writers, producers, and editors working for print, broadcast, radio, and online media. NCAR will cover costs including airfare, hotel, transport to-from the Denver Airport and Boulder, as well as a daily meal stipend for up to five NCAR Journalism Fellows. The ideal candidate will have at least five years of writing, producing, or editing experience for a general-interest audience. Freelancers, book authors, and writers from nontraditional media may be considered, but should be able to show a substantial portfolio of work.

Fishing for Families: Evidence From the Philippines on Integrating Population and Environment in Development Programs

The Integrated Population and Coastal Resource Management (IPOPCORM) project seeks to improve life in coastal Filipino communities while conserving biodiversity and productivity in high-priority marine corridors. By integrating the delivery of family planning and conservation services, IPOPCORM found that it could improve reproductive health and coastal resource management more than programs that focused exclusively on reproductive health or the environment—and at a lower total cost. IPOPCORM strives to meet additional community needs by offering microcredit and sustainable livelihoods programs. Its complex and comprehensive approach to monitoring and evaluation (M&E) has provided objective data that will allow practitioners and policymakers to evaluate the efficacy of the integrated approach to development. At this event, Leona D’Agnes, a technical adviser at PATH Foundation Philippines, Inc. (PFPI), will present the final results of six years of operations research.
