"When more than 5 million cubic yards of coal ash breached the earthen dikes of a Tennessee power plant holding pond in December, the outcry over the environmental devastation reverberated around the country. ...

But that cleanup could also mean a revenue windfall for Alabama's Perry County. The Tennessee Valley Authority, which operates the Kingston Fossil Plant where the spill occurred, plans to ship about 3 million cubic yards of the ash and sludge to a privately owned landfill near Uniontown.

However, some say the costs to the residents of county, one of the poorest in the state, could exceed the benefits."
