In the dry American West, folks have been duking it out over water for centuries.  But water shortages are new to the Southeast.  Many once thought the rivers would flow forever.  Now, North Carolina is emerging from the worst drought in over a hundred years.  The Environment Report's Julie Rose reports March 29, 2009, on a power struggle that has erupted over one of its rivers.
