Enviros Claim "Secret Plan" To Use Weapons Plutonium in Reactors [1]

The environmental group Friends of the Earth is claiming that an electric utility has "secret plans" to use surplus weapons plutonium in a commercial power reactor. The group got the information through a Freedom of Information Act request to the Energy Department. Whether or not the plans were secret, they aren't anymore.
