"The National Science Foundation has rejected a major proposal by a federally funded atmospheric research institute to implement a breakthrough radar technology that could advance hurricane forecasting.

The NSF decision not to fund the effort by the National Center for Atmospheric Research (NCAR) to design and build this new radar, which would support lifesaving weather operations at the National Oceanic and Atmospheric Administration, could temporarily stall progress in predicting sudden and dangerous leaps in storm intensity.

The $70 million funding bid over five years failed because of flaws in NCAR’s proposal, according to two senior NOAA officials who spoke on the condition of anonymity because they were not authorized to speak on grant decision-making."
