"The Senate urged its negotiators Sept. 25 to back language banning the Pentagon’s use of firefighting foam containing potentially hazardous nonstick chemicals known as PFAS, as House-Senate talks continue toward a single Defense Department reauthorization bill.

The PFAS language was wrapped into a motion to instruct conferees—which aren’t technically binding but send a strong signal to negotiators on what the Senate wants kept in the fiscal 2020 defense reauthorization bill—and the motion was passed by the chamber, by voice vote."
