Senate Panel Backs LWCF Reauthorization, Mandatory Funding

"A Senate panel today [Tuesday] approved 16-7 a bipartisan bill to permanently reauthorize and fully fund the Land and Water Conservation Fund.

The measure, S. 569, sponsored by Sen. Maria Cantwell (D-Wash.), would for the first time provide dedicated annual funding at the authorized $900 million level for the popular program.

That means offshore oil and gas revenues deposited into the fund can be spent without being subject to the appropriations process. In recent years, LWCF's annual appropriation has been about half the authorized level.

The bill's funding component sets up a conflict with the House version of LWCF legislation, which permanently reauthorizes the program but does not provide mandatory money."
