"The U.S. Department of Transportation’s Pipeline and Hazardous Materials Safety Administration (PHMSA) today announced that the agency is seeking public comment on two Advance Notices of Proposed Rulemaking (ANPRM) to reduce regulatory burdens imposed on the energy sector. These ANPRMs are the latest in a series of priority actions PHMSA is taking to implement the President’s “Unleashing American Energy” and “Unleashing Prosperity through Deregulation” Executive Orders. These rulemakings could save hundreds of millions of dollars in regulatory costs.
“Regulations should be fit-for-purpose and produce safety benefits that justify the cost of compliance,” said PHMSA Acting Administrator Ben Kochman. “Engagingstakeholders in a comprehensive review will help us identify opportunities to update our regulations, unleash American energy, and produce enhanced safety outcomes.”
The ANPRMs request stakeholder feedback on requirements in the Pipeline Safety Regulations and the Hazardous Materials Regulations that should be repealed or amended to eliminate undue burdens on the energy industry and improve government efficiency. PHMSA also seeks feedback on the value of codifying international and industry standards and widely used special permits with established safety records."
