To hear Canada's oil industry tell it, the U.S. State Department's draft environmental impact statement (EIS) on the proposed Keystone XL pipeline is exactly wrong. Sometime in mid-March 2013, she reports, that number was removed from the EPA site and replaced by one much lower, the amount Enbridge claims was spilled.
